Created in 1968<\/strong>, the CASS Andorra<\/strong> (\u201cCaixa Andorrana de Seguretat Social\u201d) deals with the country\u2019s social security, notably medical care\u2019s refund and other surgical and hospitalization operations in Andorra<\/strong>.<\/p>\n\n\n\n

The\u00a0expats<\/strong>\u00a0will be glad to know that the British medical journal \u201cThe Lancet\u201d recently classified the\u00a0CASS Andorra<\/a>\u00a0as the\u00a0best healthcare organization and system in the world<\/strong>, according to the\u00a0HAQ index (Healthcare Access and Quality Index)\u00a0that lists the ease of access and care\u2019s quality.<\/p>\n\n\n\n

The Principality is ahead of countries such as Iceland, Switzerland, or Luxembourg, in order.<\/p>\n\n\n\n

Expatriates in Andorra or natives of the Principality, the CASS operates the same way for both<\/h3>\n\n\n\n

Since the enactment of the law that came into effect in November 2009<\/strong>, the registration to the CASS Andorra<\/strong> is mandatory for business owner, employees, and retired persons living in Andorra<\/a>.<\/p>\n\n\n\n

This recent legislation<\/strong> also establishes the amount of contributions to the health insurance and pension plan<\/strong> (retirements), the system is only based on contributions payed by the employers<\/strong>, employees<\/strong> and self-employed persons<\/strong>. They are all submitted to the same regime<\/strong> and covered for the same risks<\/strong>.<\/p>\n\n\n\n

Please note that the two most important areas<\/strong> of the social and healthcare structure<\/strong> in Andorra (as well as invalidity and maternity centers) \u2013 pension and retirement \u2013 operate with their own independent resources<\/strong>.<\/p>\n\n\n\n

What are the contributions to the CASS for expatriates in Andorra?<\/h4>\n\n\n\n

The basis of the contribution<\/strong> to the CASS Andorra<\/strong> is constituted by the gross salary<\/strong> perceived by workers (in 2017, the average basic income of self-employed persons was of 2 041\u20ac).<\/p>\n\n\n\n

Contributions<\/strong> depend on payments<\/strong> made by employees and employers according to the general scale explained hereunder:<\/p>\n\n\n\n

\u2022 disease area<\/strong>: 10% of the income including the employer\u2019s part (7%) and the employee\u2019s part (3%)
\u2022 pension area<\/strong>: 12% of the income including the employer\u2019s part (8,5%) and the employee\u2019s part (3,5%)<\/p>\n\n\n\n

(The unsalaried workers will pay a monthly contribution going from 200 to 400 euros).<\/p>\n\n\n\n

Careful: contributions\u2019 reductions (varying between 25% and 75% of the basis) can be applied depending on the annual results of the previous financial year of each company. Please also note that active workers that are already pension\u2019s holders do not contribute to the pension field of the CASS Andorra.<\/p><\/blockquote>\n\n\n\n

Refunds for healthcare and hospital expenses in Andorra<\/h4>\n\n\n\n

Medical care\u2019s refund by the CASS Andorra<\/strong> applies for insured people as well as their assignees:<\/p>\n\n\n\n

\u2022 partner without an activity,
\u2022 children under 18 years old,
\u2022 children under 25 years old studying.<\/p>\n\n\n\n

Those refunds raise up to:<\/p>\n\n\n\n

\u2022 75%<\/strong> in case of medical check-up with a social security appointed doctor or in case of an outpatient treatment in a healthcare center or the hospital in Andorra,
\u2022 90%<\/strong> in case of hospitalization,
\u2022 100%<\/strong> in case of an accident in the workplace.<\/p>\n\n\n\n
